According to The Right of Children to Free and Compulsory Education Act, 2009- Children with Disability can study in mainstream schools till 18 years of age.
According to the Census of India 2011, persons with disability comprise of only 2.21% of our population.It is equally prevalent in urban-rural, across social groups and sexes.
Learning Disability is not recognized as a disability by the Persons with Disability (Protection of Rights, Equal Opportunity or Full Participation)Act 1995 nor the National Trust Act. Therefore diagnosis of LD is illegal and unconstitutional.
Inclusive Education is an approach to educating students regardless of their physical, intellectual, social, emotional, linguistic capabilities without any segregation and discrimination. This will include disabled and gifted children, street and working children, children from remote or nomadic populations, children from linguistic, ethnic or cultural minorities and children from other disadvantaged or marginalised areas or groups.
According to an UN Report it is estimated that there are 500-650 million persons with disabilities in the world, approximately 10% of the world population, 150 million of whom are children. More than 80 % live in developing countries with little or no access to services. The majority of children with disabilities in developing countries remain out of school and are completely illiterate.
There are only 19 special schools in Mumbai that are registered with the Social Welfare Department. A special school that is not registered is operating illegally and can be more detrimental than beneficial to a child with disability.

The budgetary allocations on health and nutrition programmes for children, who are the most vulnerable, have dipped to Rs 11,093 crore from Rs 21,668 crore last year.
